蘇州大學(xué)2021年?yáng)|吳海外高層次人才學(xué)術(shù)交流會(huì)將以“云端論壇”的形式舉辦。本次交流會(huì)旨在匯聚一批海外不同學(xué)術(shù)背景的高層次人才，圍繞國(guó)際學(xué)術(shù)前沿及研究熱點(diǎn)展開(kāi)交流，推進(jìn)合作。

二、招聘崗位及待遇

（一）講席教授

諾貝爾獎(jiǎng)、菲爾茲獎(jiǎng)、圖靈獎(jiǎng)等全球頂級(jí)獎(jiǎng)項(xiàng)獲得者；中國(guó)兩院院士、發(fā)達(dá)國(guó)家院士；在海內(nèi)外享有崇高學(xué)術(shù)聲望和影響的大師級(jí)學(xué)者。年齡一般不超過(guò)65歲，一事一議。

（二）特聘教授

1.卓越人才

基本條件

在海外高水平大學(xué)、研究機(jī)構(gòu)擔(dān)任教授、副教授或相當(dāng)職務(wù)，以及著名跨國(guó)公司研發(fā)部門負(fù)責(zé)人，年齡一般不超過(guò)55歲。

具體待遇

（1）崗位：特聘教授、博士生導(dǎo)師。

（2）薪酬：60-120萬(wàn)元（不含學(xué)校繳納的五險(xiǎn)一金）+有關(guān)獎(jiǎng)勵(lì)。

（3）安家補(bǔ)貼：200-250萬(wàn)元（不含國(guó)家、地方配套補(bǔ)貼）。提供全裝修的過(guò)渡性人才公寓，拎包入住。

（4）學(xué)術(shù)啟動(dòng)經(jīng)費(fèi)：人文社會(huì)科學(xué)50-100萬(wàn)元，非實(shí)驗(yàn)理科100-200萬(wàn)元，實(shí)驗(yàn)理、工、醫(yī)科300-500萬(wàn)元?？筛鶕?jù)需要另行提供大型儀器設(shè)備費(fèi)。團(tuán)隊(duì)引進(jìn)另行商議。

2.杰出人才

基本條件

在海外高水平大學(xué)、研究機(jī)構(gòu)擔(dān)任副教授、助理教授或相當(dāng)職務(wù)者，年齡一般不超過(guò)45歲（人文社科類可放寬至52歲）。

具體待遇

（1）崗位：特聘教授、博士生導(dǎo)師。

（2）薪酬：35-60萬(wàn)元（不含學(xué)校繳納的五險(xiǎn)一金）+有關(guān)獎(jiǎng)勵(lì)。

（3）安家補(bǔ)貼：150-180萬(wàn)（不含國(guó)家、地方配套補(bǔ)貼）。提供全裝修的過(guò)渡性人才公寓，拎包入住。

（4）學(xué)術(shù)啟動(dòng)經(jīng)費(fèi)：人文社會(huì)科學(xué)50萬(wàn)元，非實(shí)驗(yàn)理科60-80萬(wàn)元，實(shí)驗(yàn)理、工、醫(yī)科120-200萬(wàn)元。可根據(jù)需要另行提供大型儀器設(shè)備費(fèi)。

*國(guó)家優(yōu)秀青年科學(xué)基金項(xiàng)目（海外）

申請(qǐng)條件

具有博士學(xué)位，研究方向主要為自然科學(xué)、工程技術(shù)等，學(xué)術(shù)成果突出，年齡一般不超過(guò)40周歲；一般應(yīng)在海外高校、科研機(jī)構(gòu)、企業(yè)研發(fā)機(jī)構(gòu)獲得正式教學(xué)或者科研職位，且具有連續(xù)36個(gè)月以上工作經(jīng)歷；在海外取得博士學(xué)位且業(yè)績(jī)特別突出的，可適當(dāng)放寬工作年限要求。

具體待遇

依托我校申報(bào)國(guó)家優(yōu)秀青年科學(xué)基金項(xiàng)目（海外）入選者，學(xué)校將以特聘教授杰出人才崗位予以支持聘用。

3.精英人才

基本條件

在海外高水平大學(xué)、研究機(jī)構(gòu)擔(dān)任助理教授或相當(dāng)職務(wù)者，年齡一般不超過(guò)38歲（人文社科類可放寬至45歲）。

具體待遇

（1）崗位：特聘教授、博士生導(dǎo)師。

（2）薪酬：25-35萬(wàn)元（不含學(xué)校繳納的五險(xiǎn)一金）+有關(guān)獎(jiǎng)勵(lì)。

（3）安家補(bǔ)貼：80-120萬(wàn)元（不含國(guó)家、地方配套補(bǔ)貼）。提供全裝修的過(guò)渡性人才公寓，拎包入住。

（4）學(xué)術(shù)啟動(dòng)經(jīng)費(fèi)：人文社會(huì)科學(xué)10萬(wàn)元，非實(shí)驗(yàn)理科30-60萬(wàn)元，實(shí)驗(yàn)理、工、醫(yī)科40-80萬(wàn)元,可根據(jù)需要另行提供大型儀器設(shè)備費(fèi)。

（三）優(yōu)秀青年學(xué)者

基本條件

海內(nèi)外高水平大學(xué)、研究機(jī)構(gòu)的優(yōu)秀博士或博士后；在本學(xué)科領(lǐng)域具有一定影響力，學(xué)術(shù)研究成果突出，有成為學(xué)術(shù)帶頭人的潛力。自然科學(xué)領(lǐng)域年齡一般不超過(guò)32周歲，人文社科領(lǐng)域年齡一般不超過(guò)35周歲。

具體待遇

（1）崗位：副教授/講師。

（2）薪酬：20-30萬(wàn)元（不含學(xué)校繳納的五險(xiǎn)一金）+有關(guān)獎(jiǎng)勵(lì)。

（3）學(xué)術(shù)啟動(dòng)經(jīng)費(fèi)：人文社科一般為10萬(wàn)元、自然科學(xué)非實(shí)驗(yàn)性學(xué)科一般為20萬(wàn)元、實(shí)驗(yàn)性學(xué)科一般不超過(guò)40萬(wàn)元。

（4）提供必要的辦公條件和場(chǎng)所、過(guò)渡性住房。

三、其他支持措施

（一）人才項(xiàng)目支持

1.優(yōu)先推薦申報(bào)江蘇省“雙創(chuàng)計(jì)劃”，對(duì)入選的雙創(chuàng)人才，三年內(nèi)省級(jí)財(cái)政給予總共500萬(wàn)元、300萬(wàn)元、100萬(wàn)元或50萬(wàn)元的創(chuàng)新創(chuàng)業(yè)資金資助；對(duì)入選的雙創(chuàng)團(tuán)隊(duì)，三年內(nèi)省級(jí)財(cái)政給予總共300-800萬(wàn)元的人才經(jīng)費(fèi)資助；對(duì)入選的雙創(chuàng)博士，兩年內(nèi)省級(jí)財(cái)政給予總共15萬(wàn)元的創(chuàng)新創(chuàng)業(yè)資金資助。

2.優(yōu)先推薦申報(bào)“江蘇特聘教授”，如入選，聘期三年內(nèi)，省級(jí)財(cái)政給予每人每年12萬(wàn)元的崗位津貼（免征個(gè)人所得稅），對(duì)自然科學(xué)類、人文社會(huì)科學(xué)類分別提供100萬(wàn)元（特別優(yōu)秀的提供200萬(wàn)元）、50萬(wàn)元的科研經(jīng)費(fèi)。

3.優(yōu)先推薦申報(bào)蘇州市“姑蘇創(chuàng)新創(chuàng)業(yè)領(lǐng)軍人才”（青年領(lǐng)軍人才），如入選，分別給予50萬(wàn)、100萬(wàn)、200萬(wàn)的科技項(xiàng)目經(jīng)費(fèi)資助；符合條件的，可按照蘇州市“樂(lè)居工程”享受拔尖型人才的樂(lè)居政策。

（二）個(gè)人補(bǔ)貼支持

1.蘇州市“引才補(bǔ)貼”，按照相應(yīng)層次引進(jìn)的高端人才，蘇州市提供引才補(bǔ)貼，入選的人才根據(jù)不同類別最高可分別享受25萬(wàn)、50萬(wàn)、250萬(wàn)。

2.蘇州市“樂(lè)居工程”，入選者可享受“樂(lè)居租房貼”、“樂(lè)居助力貸”。其中，最高可享受8000元/月的“樂(lè)居租房貼”；首次使用公積金住房貸款購(gòu)買首套住房，“樂(lè)居助力貸”不受繳存時(shí)間限制，按繳存基數(shù)計(jì)算可貸額度，貸款額度可放寬至最高限額的4倍。

3.蘇州市“優(yōu)秀人才貢獻(xiàn)獎(jiǎng)勵(lì)”，貢獻(xiàn)獎(jiǎng)勵(lì)標(biāo)準(zhǔn)不超過(guò)個(gè)人上年度年收入所形成的地方財(cái)力，且不超過(guò)其在蘇購(gòu)買或租賃汽車、自住住房、辦公用房、參加專業(yè)領(lǐng)域培訓(xùn)及興辦企業(yè)等支出的總額。獎(jiǎng)勵(lì)總額歷年累計(jì)不超過(guò)100萬(wàn)元/人。

4.還可申請(qǐng)?zhí)K州工業(yè)園區(qū)“金雞湖人才計(jì)劃”、“薪酬補(bǔ)貼”、獨(dú)墅湖科教創(chuàng)新區(qū)“高端人才集聚計(jì)劃”等區(qū)級(jí)人才計(jì)劃。

（三）其他支持

1.對(duì)全職引進(jìn)的優(yōu)秀人才，除提供上述支持措施外，學(xué)校還將按照相關(guān)政策落實(shí)事業(yè)編制。

2.學(xué)校為特聘教授及以上人才提供充足的辦公實(shí)驗(yàn)室用房，支持招聘科研助手組建科研團(tuán)隊(duì)，研究生招生指標(biāo)予以政策性傾斜，協(xié)助解決配偶工作及子女入學(xué)，提供附屬醫(yī)院便捷就醫(yī)條件。

Invitation to 2021 Soochow University’s Dongwu Forum for Overseas High-level Talents

The city of  Suzhou, boasting fabulous classical gardens, is crowned as the most  prosperous region in the south of the Yangtze  River. Located and deeply  rooted in the historical and cultural city of Suzhou and founded in  1900, Soochow University is a Key National “Project 211” university, and  one of the first institutions selected for “Plan 2011” in China. It is  listed into “Double First-Class” Initiative jointly built by the  Ministry of Education and Jiangsu Provincial People’s Government. It is  also a provincial key comprehensive university sponsored by the State  Administration of Science, Technology and Industry for National Defense  and Jiangsu Provincial People’s Government. ●Outstanding Talents

A. Requirements

Professor,  associate professor or position of similar levels of a prestigious  overseas university or research institution, or head of R&D of  renowned international companies, under the age of 55 years old.

B. Pay and Benefits

1. Title: Distinguished Professor and doctoral supervisor;

2. Pay: RMB 600,000-1,200,000 annually (excluding mandatory insurance and housing fund paid by the university), related rewards;

3.  Relocation: RMB 2,000,000-2,500,000 (excluding subsidiaries provided by  the national and local governments); fully decorated short-term  accommodation.

4. Research  Support Funding: RMB 500,000 – 1,000,000 for scholars in the Humanities  and Social Sciences, RMB 1,000,000-2,000,000 for scholars in  Non-experimental Sciences, RMB 3,000,000-5,000,000 for those in  Experimental Sciences, Engineering and Medicine. Associate  professor, assistant professor or position of similar levels of a  prestigious overseas university or research institution, under the age  of 45 years old (52 years old for Humanities).

2. Pay: RMB 350,000-600,000 annually (excluding mandatory insurance and housing fund paid by the university), related rewards;

3.  Relocation: RMB 1,500,000-1,800,000 (excluding subsidiaries provided by  the national and local governments); fully decorated short-term  accommodation.

4. Research  Support Funding: RMB 500,000 for scholars in the Humanities and Social  Sciences, RMB 600,000-800,000 for scholars in Non-experimental Sciences,  RMB 1,200,000-2,000,000 for those in Experimental Sciences, Engineering  and Medicine. Large-scale equipment and apparatus may be provided as  needed.

*Candidates of National Sciences Fund for Excellent Young Scholar (Overseas)

A. Requirements

Doctoral  degree holder, focusing on nature sciences, engineering technology,  etc., with outstanding academic achievements and in principle, under the  age of 40 years old. Candidates should in general have a teaching or  research position in an overseas university or research institution or  R&D department of enterprises with 36 months of consecutive working  period. For those who have an overseas doctoral degree and excellent  achievements, the requirement for working period can be relaxed to a  proper extent.

B. Pay and Benefits

Selected  candidates of National Sciences Fund for Excellent Young Scholars  (overseas) in the name of Soochow University will be employed to the  position of Excellent Talent (Distinguished Professor).

●Elite Talents

A. Requirements

Assistant  professor or position of similar levels of a prestigious overseas  university or research institution, under the age of 38 years old (45  years old for Humanities)

B. Pay and Benefits

1. Title: Distinguished Professor and doctoral supervisor;

2. Pay: RMB 250,000-350,000 annually (excluding mandatory insurance and housing fund paid by the university), related rewards;

3.  Relocation: RMB 800,000-1,200,000 (excluding subsidiaries provided by  the national and local governments); fully decorated short-term  accommodation.

4. Research  Support Funding: RMB 100,000 for scholars in the Humanities and Social  Sciences, RMB 300,000-600,000 for scholars in Non-experimental Sciences,  RMB 400,000-800,000 for those in Experimental Sciences, Engineering and  Medicine. Large-scale equipment and apparatus may be provided as  needed.

●Excellent Young Scholars

A. Requirements

Excellent  holder of doctoral degree or post-doctor of a domestic or overseas  prestigious university or research institution. Being influential in  related fields, with outstanding academic achievements and the potential  of becoming excellent young talents. In principle, the applicants  should be under the age of 32 years old for Natural Sciences and 35  years old for Humanities and Social Sciences。 

B. Pay and Benefits

1. Title: Associate Professor or Lecturer;

2. Pay: RMB 200,000-300,000 annually (excluding mandatory insurance and housing fund paid by the university), related rewards;

3. Research  Support Funding: RMB 100,000 for scholars in the Humanities and Social  Sciences, RMB 200,000 for scholars in Non-experimental Natural Sciences,  and in principle no more than RMB 400,000 for those in Experimental  Sciences.

4. Necessary office spaces and supplies as well as short-term accommodation are provided.

III. Other Benefits

Talents Programs

1.  Priority  recommendations for applying “Innovation and Entrepreneurship program”.  Successful individual applicants will be funded with RMB 5,000,000,  3,000,000, 1,000,000 or 500,000 by the provincial government within 3  years. Successful group applicants will be funded with RMB  3,000,000-8,000,000 by the provincial government within 3 years.  Successful PhD applicants will be funded with RMB 150,000 by the  provincial government within 2 years.

2.Priority  recommendations for applying “Distinguished Professor of Jiangsu  Province”. Successful candidates will be awarded RMB 120,000 / year (tax  free) for three years in the employment term, and a research fund of  RMB 1,000,000 (RMB 2,000,000 for excellent ones) and 500,000 for natural  sciences and Humanities and Social Sciences respectively.

3.　Priority recommendations for applying various talent  programs in Suzhou, e.g. “Leading Talents of Innovation and  Entrepreneurship of Gusu District” (Leading Youth Talents). Successful  candidates will be awarded RMB 500,000, 1,000,000, and 2,000,000,  respectively, for scientific research projects. Applicants can enjoy  “Easier Settling Project” at top-talent’s level if related conditions  are met.

Subsidiaries for Individual

1.  “Talent  Subsidy” of Suzhou: Talents can enjoy the subsidy from Suzhou government  according to their level. The amount is at most RMB 250,000, 500,000 or  2,500,000, respectively.

2.  “Easier  Settling Project” of Suzhou: Selected talents can enjoy subsidies up to  BMB 8000 / month for renting supported by “Easier Settling Renting”, and  up to 4 times the regular amount of loaning for purchasing houses for  the first time and with no other restrictions supported by “Easier  Settling Loaning”.

3.  “Reward  for Contribution of Outstanding Talent” of Suzhou: The amount of reward  should not exceed the local financial contribution of the talents based  on their annual income, the total amount of the talents’ renting or  purchasing automobiles, housing, office, training and founding  companies. The total amount of reward per year should not exceed RMB  1,000,000 / person.

4.  Additionally,  talents can apply for “SIP’s Jinji Lake Talent Plan”, “Salary Subsidy”,  “High-Level Talent Cluster Plan” of the Du Shu Lake Teaching and  Researching Innovation Zone.

Other Support

1.  To the  above mentioned talents that are recruited full-time, apart from the  above supportive policies, the university will also provide permanent  employment according to relevant policies.

2.  Distinguished  professors will be supported with spatial offices and labs, support for  establishing research groups, priority for recruiting students, job and  school recommendations for spouse and offspring and convenient medical  care.

IV. Timeline

This forum consists of two parts, the university academic sub-forum and discipline specific academic sub-forum.

Applications are open from Nov 18th to Dec 15th 2021.

Invitations will be issued from Dec 18th -20th 2021.

The Forum takes place on Dec 23rd 2021.

Sub-forums of  various disciplines will take place at flexible times according to the  time zone of the invited. Details will be announced later.

Soochow University  will invite scholars to the campus for exchanges according to the  pandemic prevention and control policy and the demand of the university.  The university will reimburse the return plane ticket (economy class).  The reimbursement allowance: Europe and North America RMB 20,000 /  person, Asia RMB 15,000 / person, China RMB 6,000 / person.
